The reasons for this typically relate to personality and extreme situations and the best solutions involve various governmental regulations. Individuals often do not follow traffic laws because of individual temperament and exceptional circumstances. Regarding the former reason, there are many who have a more rebellious attitude towards rules in general that may extend to all areas of their lives including driving.
This could itself be the result of upbringing, hereditary factors, or societal influences. The second reason is an impaired state. These situations include being in a rush, driving under the influence of a drug such as alcohol, using a portable device while driving, and being tired. All these contexts imply that the breaking of the rules is a result of neglect rather than harmful intent.
In order to remedy these public safety hazards, governments must implement comprehensive, long-term reforms. The fastest fixes are stricter penalties for infractions. If the repercussions for speeding, for example, include jail time, then this will act as a powerful deterrent. However, it does little to address the root causes of misbehavior. To counter this, governments must regulate the advertising and distribution of alcoholic beverages. Most accidents are caused while individuals are under the influence and therefore any measures taken against the alcohol industry will likely have the greatest impact.
The government can also legislate in other related areas including requirements for licenses, raising awareness of driving safety in schools, and limits on the hours truckers and taxis can drive to avoid driver fatigue. In conclusion, the causes of rule-breaking on roads are personality and the situation and the ideal solutions come from government intervention. Individuals also play a role but governments can affect the greatest changes.

Richard Butler 3M Teaching Fellow rom grade school to now, I have been and continue to be unable to learn by reading alone. While not disputing the utility of the written word, I have to think in pictures Temple Gradin, Thinking in Pictures if I am to understand anything. Through graduate school and the early years in my academic career, I assumed that all students needed to think in pictures as well and this is still the approach I take. They build their own images that have meaning for them in their own minds. I am amazed at how well students respond and the level of fundamental understanding they achieve. After thirty years in the academy, I know what my job is-to get students to look and think.
After thirty years of teaching, I am very confident that most undergraduates can do neither. The ability to really look at and think about a subject is much more important than transient attention paid to huge volumes of memorized information. At the university level students finally get involved rather than experiencing grade fifteen.
How do students think? The following is from a letter written by Jody Powers, a former student: Despite having heard raves about Dr. Butler, I really had no idea what I was in store for as I rushed to my first class last semester. If you are more interested in the result of the action, then use the simple aspect. You will need to make sure you use the right verb tense and the right aspect—simple or continuous—depending on what you want to say. If you want to talk about general things that you do regularly, then you need the present simple.
If, however, you want to refer to actions that are temporary and happen around the moment of speaking, then you need the present continuous. You may also need this grammar rule in Writing Part 1 when describing trends shown in graphs or charts.
